Donna Hilton Donna has over 25 years of Human Resources experience. She has been employed by the City of Sierra Vista for her entire career, recently promoted to Human Resources Manager. Working with a smaller municipality, Donna has experience in classification and compensation, budget, benefits, recruitment, training and policy development. Donna has a Bachelor’s Degree in Business Administration and a Master’s Degree in Organizational Management. She maintains the IPMA-CP certification and has been a member of the Arizona Chapter IPMA-HR Board of Directors since 2001. She is also a member of IPMA-HR and SHRM
